I '{ 0 0 <br />PLANNING REPORT <br />DATE: <br />CASE NUMBER: <br />APPLICANT: <br />6 April 1988 <br />1826 <br />Roseville Properties <br />LOCATION: North of County Road B-2, <br />Westerly of Prior Avenue <br />(third building from northwest <br />corner) <br />ACTION REQUESTED: Special Use Permit for Dance <br />Studio <br />PLANNING CONSIDERATIONS: <br />1. The land is zoned Light Industrial and within that district a dance <br />studio is listed as a Special Use, therefore, requiring a Special Use <br />Permit. The property is owned and managed by Roseville Properties <br />who leased 2,200 square feet to the Queens Court Dance Studio <br />beginning in August of 1986. The applicants note that they were not <br />aware of the Special Use Permit requirement. <br />2. The Queens Court Dance Studio teaches ballet, tap dancing, jazz, and <br />gymnastics for children three years and older. The studio is run by <br />Charlotte Olein and Mary Jasicki who have been operating a dance <br />studio for the last seventeen years. They were initially located in <br />Apache Plaza, but moved from that site after the tornado of 1984. <br />From 1984 to 1986 they were located in Roseville at Fairview and <br />Oakcrest in a building owned and managed by the same applicants. <br />3. Attached is a drawing showing the location of the studio within the <br />building at 1995 West County load B-2. You will note that there i, <br />only a single entrance to the facility on the east side. The Fire <br />Marshall (Jon Nisja) and the Building Inspector have informed the <br />applicants that a second exit is required. The applicants agree to this <br />condition and propose to run a separate corridor to the west exterior <br />wall of the building. There appears to be no other code conditions of <br />concern, except that of a plan change in a leasehold in a contiguous <br />space to the north and west of the dance studio premises. <br />4. The contiguous occupant is Midland Scientific Company which leases <br />5,800 square feet. They deal in chemicals which is not a permitted use <br />in the Light Industrial District. You will recall last month a <br />recommendation from the staff to amend the ordinance to provide for <br />such a use in the I-2 District. Next month Midland Scientific Company <br />will be applying for a Special Use Permit to move their operation to a <br />new structure at the far west edge of the City, which is also owned by <br />the applicants and their partners. In the mean time, the Fire Marshall <br />and building inspector have worked with the owners of Midland Scientific <br />Company to remove some of the operations that are of an immediate <br />safety concern. <br />
