Target Stores, Case No. 1823 Page 3 <br />is normally required, but in this case they propose 8 <br />feet in order to accommodate the extension of bumpers <br />that may project over the existing curb parking line. <br />This curb will be 1 foot from the new right-of-way <br />line, and the Target people are requesting a variance <br />to this setback. <br />6. The square footage for the new building as completed will be <br />121,380 square feet with 689 parking spaces. This is a <br />ratio of 5.68 cars per 1,000 square feet, which exceeds the <br />City's requirement of 5 spaces per 1,000, but is slightly <br />less than the parking normally desired by the Target people <br />for a Twin Cities' urban store. The Target folks like to <br />have 6 spaces per 1,000 square feet in the Twin City area, <br />though they use from 5 to 5.5 spaces per 1,000 square feet <br />in other parts of the Country. In other words, they do very <br />well here in the Twin Cities. <br />7. You will note on the sheet indicating the exterior <br />elevations that they propose to apply the stucco panel <br />construction to all four sides of the building. Perhaps <br />this is due to the fact that this structure is "T-111. <br />8. The Engineering staff notes that the drives do not indicate <br />accommodation for the drainage needed for the loading ramp <br />area. This ramp slopes downward to a point 4 .feet below the <br />finished floor level, therefore, a separate drainage system <br />is required. Storm sewer facilities exist in the street, <br />therefore, this should not be a significant problem since <br />the site drainage will remain approximately the same as the <br />previous conditions. <br />9. The application is for approval for a variance for the <br />setback of the east side of the building from 30 feet to 10 <br />feet, for that portion of the building to be expanded. They <br />also request a variance for the parking to the screen wall <br />from 30 feet to 4 feet. <br />Also requested is a variance from 15 feet to 1 foot along <br />the south line from the parking area where the additional <br />9-1/2 feet of right-of-way is proposed to be dedicated. <br />9. Conditions to the approval may include that the development <br />be accomplished in accordance with the site plan as <br />submitted, subject to review of final engineering and <br />landscaping plans by City staff. <br />
