In earlier discussions we suggested that covering the <br />existing concrete block on the north and east sides similar <br />to the new stucco panel finish to be applied on the south <br />and west sides would be a "noble objective". The principal <br />changes to the site development are as follows: <br />a) <br />At the northwest corner they propose to close the <br />existing driveway at the intersection of Commerce <br />Street and the Snelling Avenue service road. This <br />driveway is not essential and is right on top of the <br />corner making it potentially hazardous. <br />b) <br />At the north end of the site, the existing service <br />truck bays will be removed and the lengthy curb cut <br />closed. A standard automobile driveway will be <br />substituted and the space formally y occupied by the <br />truck access will be grassed and landscaped. This <br />area also was frequently occupied by semi -trucks <br />utilized for outdoor storage purposes, as you may <br />recall. All of that will cease. <br />c) <br />On the east side they propose to add a 10,320 square <br />foot addition, which is indicated in the area shaded <br />gray on the site plan. Here they request an extension <br />of the existing variance which was granted previously <br />for the structure some years ago when an addition was <br />made on the northwesterly side of the building. This <br />existing distance is 10 feet and will need 10 feet for <br />the proposed addition as well. <br />d) <br />A new loading area will be developed on the south side <br />of this addition. Contiguous to this on the east side <br />will be a masonry wall to effectively screen the <br />loading area from the State Farm Road right-of-way. <br />The southerly end of this wall will be 4 feet from the <br />property line, therefore, a variance to the setback is <br />requested. <br />e) <br />The parking area south of what was once Nolan <br />Supermarket will be revamped and the driveway moved <br />further south so as to accommodate space for the <br />loading area. For this purpose, they requested from <br />the County and the City that the median strip be cut <br />back 35 feet as indicated on the drawings. The County <br />has indicated to our knowledge that this is not a <br />problem. <br />f) <br />On the south side of the site, 9-1/2 feet of <br />additional right-of-way will be dedicated to the City <br />for County Road B. This conforms to the right-of-way <br />standard for County Road B as established by the <br />County in its overall County Road system in Roseville. <br />In addition, along this right-of-way Target will <br />construct an 8 foot wide sidewalk.
