r PLANNING REPORT DATE: CASE NUMBER: APPLICANT: LOCATION: ACTION REQUESTED: PLANNING CONSIDERATIONS: i 3 February 1988 1821 Capp Industries Northwest Corner of Snelling Avenue and Skillman Avenue (see sketch) Request for Variance to Sign Location 1. The property in question is the old Roseville Bowl Building, which has recently been converted to a retail use. You will recall, the City's. consideration of changes and improvements to the parking lot serving this structure on the west side. 2. The _.ng is set back the required 30 feet from the front lot line which is contiguous .to the service road on the west side of Snelling Yf Avenue. There is a 3 foot wide sidewalk within this 30 foot setback for which the applicant has provided an easement. The remainder of the setback is landscaped. 3. The applicant proposes to construct a pylon sign within this 30 foot setback. As you know, such a pylon sign is suppose to be set back the ` same as a building, in this case, 30 feet. Being a corner lot, the property is allowed two pylon signs. A pylon sign fronting on Snelling Avenue, classified as an expressway, is allowed in the sign oridnance to be 1.75 square feet in area and 30 feet high. A pylon on a local + thoroughfare is allowed to be 100 square feet and 25 fee* high. 4. The applicant proposes to construct the sign 8 feet by 12 feet, equalling 96 square feet. They propose to make the sign 8 feet wide and 12 feet high so as to minimize the horizontal dimension of the sign. They propose to place the sign so as to be 6 feet from the face of the building, which would put the sign within 16 feet of the front right-of-way. The sign could be placed closer to the building than 6 feet, though it may look somewhat odd if it is too close. 4 5. To the north there are existing signs for which variances have been approved. This was done primarily because the original McDonald's sign, one of the oldest establishments in this portion of the City, was at one _ .. time set close to the right-of-way. Therefore, a series of variances have been applied here, which are approximately as follows: The McDonald's sign is 20 feet back, the Kentucky Fried Chicken sign is 22 feet back, and the Arby's sign is approximately 19 feet back from the right-of-way. These distances were measured in the field under snow conditions and may not be exact.
