r <br />PLANNING REPORT <br />DATE: 3 February 1988 <br />CASE NUMBER: 1818 <br />APPLICATION: Independent School District <br />Number 623 (Roseville Area <br />Schools) <br />LOCATION: South of County Road B, <br />• Easterly of Fairview Avenue <br />(Fairview Community Center) <br />(see sketch) <br />ACTION REQUESTED: Approval of Special Use <br />Permit for Parking Expansion <br />PLANNING CONSIDERATIONS: <br />1. Prior to the conversion of the Fairview Junior Hi�,h School buildings and <br />site into the Fairview Community Center, the City established zoning <br />regulations to guide the use of the school for public and quasi -public <br />community uses. A land use category of "low impact uses" werz <br />established as permitted for a community center. This includes public <br />or quasi -public uses involving staffs of less than 10 persons, or requiring <br />not more than 15 parking spaces. A category of "moderate impact <br />uses were established, which includes uses with staffs larger than 10 <br />persons and requiring more than 15 parking sj'aces. These uses are <br />listed as special uses in the R-1 District to which the school is zoned <br />(all school sites in the City were zoned R-1 and all active school sites <br />today are so zoned). <br />2. The expansion of parking on any school site requires a Special Use <br />Permit, therefore, the District is requesting such a permit for the open <br />area generally north of the structures (south of County Road B). <br />3. The School District has previously expanded the parking principally for <br />the purpose of serving a senior citizens prograr.i about three or four <br />years ago. This expansion occurred to the south of the gymnasium. <br />4. Attached is a copy of tho aerial photo of the school site which we <br />have printed to indicate the location of the parking as it exists tot -1y. <br />You will note the existence of the parking on the south side of the <br />school. <br />5. Representatives of the School Board have visited with the staff and <br />have reviewed the problems of inadequate parking as they exist today. <br />The senior citizens program has proven to be very popular, and they <br />note that the impact of that program is a prime reason for the current <br />parking Inadequacy. <br />6. Therefore, the proposal is to expand the parking in the area between <br />the loop access drive and the County Road B right-of-way. Attached is <br />a copy of a drawing illustrating the layout of this proposed parking. <br />
