11 <br />Independent School District Number 623, Case No. 1618 <br />Page 2 <br />The layout, as <br />you will note, is difficult to read, <br />but '-he <br />shaded areas <br />indicate the parking area to be added directly <br />to the <br />west of the <br />existing parking <br />spaces south of County Road B. <br />The total number of <br />parking spaces <br />is 122, replacing an existing <br />strip <br />of parking <br />accommodating <br />approximat..ly 24 cars. Therefore, <br />the net <br />increase is 98 <br />spaces. <br />7. We do not have numbers on file <br />verifying the adequacy or the need of <br />the proposed 98 space increase. <br />This, however, may well be <br />an <br />appropriate question to ask <br />the <br />School Board representatives during <br />the <br />course of the hearing. It <br />is obvious that the School Board does <br />not <br />wish to spend money that <br />is <br />not necessary. Therefore, it can <br />be <br />presumed that it is likely <br />that <br />the spaces proposed are needed. <br />Tom <br />Dunwell, the architect on <br />this <br />project, informs us that the parking <br />facility is partially fended <br />by a <br />Ramsey County Block Grant and <br />that <br />part of the problem is limitation <br />of funds. <br />8. No plans have been submitted for additional landscaping or screening. <br />Such landscaping, particularly on the periphery of the site, could be <br />helpful in reducing the impact of the additional asphalt area on what <br />once was an attractive open space (now under all that snow). Though <br />the reduced drawing is difficult to read, you will note that there is an <br />island on each end of the interior two rows of parking space. It would <br />be nice if these islands were raised and curbed and some planting <br />installed in the island to somewhat breakup the "sea of asphalt" affect. <br />On the larger scale drawing, these lines are proposed to be painted on <br />the surface. Perhaps some discussion with representatives of the School <br />Board could he helpful in determining the feasibility of adding <br />landscaping material and breaking up the parking area. In the more <br />restrictive zone in Roseville, as you know, 3 percent of the interior <br />space within the parking lot p .rimeter is required to be landscaped. <br />9. Attached is a letter from Paul Borg, Business Manager of the School <br />District, briefly outlining their proposal. <br />10. The Engineering Staff has indicated that there may be some problems <br />with respect to drainage. Noting that there is apparently a clay storm <br />sewer line which "may not be able to take additional weight". "Sizing <br />of the storm sewer should be-hecked versus added runoff". <br />You will note that the existing parking lot to the east extends to the <br />south right-of-way line of County Road B. The proposed parking lot is <br />set back 15 feet as required. Within this 15 foot area, some visual <br />screening could be added. Softening the impact on County Road B and <br />tl- 3 residential areas to the north. These lots to the north, fortunately, <br />front on Glick Lane and there is heavy tree growth along this line. <br />Not withstanding that, some landscaping could be added within this 15 <br />foot setback area. Perhaps this is an area where some <br />volunteer/service organization could make a Cont. ibution. <br />
