Some individuals are frustrated by the fact that <br />there are other sites in the community that may be more appropriate <br />for Post Office use. Unless we are aware of the Postal Service area <br />as proposed and their criteria for site selection, it is difficult to <br />ascertain the degree of appropriateness for the site selected. <br />5. In view of these circumstances, we were asked to submit a proposal to <br />do a site selection study, which we agreed to do, but could not <br />adequately accomplish prior to the City Council meeting of February <br />8th. Such studies are complex and involve i,-tany factors'. such as time, <br />distance, analyses, compatibility of land use, site availability, site <br />access, development conditions, accessibility to the principal arterials to <br />access the service area, level of service to the public, and impact on <br />the business community in general. The time and cost of such an <br />analysis would also be materially effective by the level of cooperation <br />that may or may not be extended by the Postal Department. The <br />prospect of such cooperation, as of this point, seems somewhat remote. <br />If such a study is done, we feel strongly that the Planning Commi-Ision <br />should have the benefit of such a study before making their <br />recommendation. Therefore, we suggested that it would be available for <br />the next meeting of the Planning Commission. This obviously would <br />involve a delay in decision for the February 3rd meeting. <br />6. The Council elected not to have us proceed with the study, but to have <br />staff at City Hall internally prepare a list of optional sites. <br />7. In our opinion, if such a sL-,idy were to be undertaken, we feel that it <br />would be appropriate to at least consider the possibAity of lo.ating the <br />Post Office facility in the a new:'y recommended retail sales and service <br />corridor between Snelling Avenue and 35W and County Road C. This, <br />of course, depends somewhat on the area to be served. The advantage <br />here is that the development of a Post Office in this corridor would <br />enhance further development compatiule to the Post Office function, <br />where the traffic (As represented by people being drawn to the area) <br />would constitute an asset rather than a liability in the relatively densely <br />established residential area. <br />8. Stated another way: If the location for Byerly's is mutually <br />advantageous for them and their Roseville customers, would not a <br />-similar location for the Post Office be equally successful? One cannot <br />say that such a location would be better than the one being pursued, <br />bece,ise it has to be weighed heavily by location criteria established by <br />the Postal System. <br />9. It is of interest to note that the <br />location for the new Post <br />Office in <br />Fort Meyers, Florida is <br />located a <br />significant distance away <br />from the <br />central business district, <br />accessible <br />by major highways, in an <br />industrial <br />park setting contiguous <br />'to the old <br />airport site (near where <br />the Twins <br />organization proposes to <br />build a Farm Team facility). <br />
