Roseville Bowl was built many years ago occupying a 20,000 square foot <br />building at the northwest corner of Skillman and Snelling Avenues. The <br />building is legally nonconforming in the sense that it has no setback to <br />the north or south prope ty lines, but has a setback the required 30 <br />feet from the front (Snelling Avenue). The ordinance requiring a 30 <br />foot setback on both Snelling Avenue and Skillman Avenue side was <br />adopted in May, 1959. <br />2. The parking lot is also nonconforming since the parking area is suppose <br />to be setback 15 feet from the public right-of-way along Skillman, 10 <br />feet on the west side (contiguous to the residential area), and 5 feet on <br />the north. The lot as it existed in a nonconforming condition serving <br />the bowling alley was asphalted to the property lines and had a <br />continuous curb cut along Skillman as well. <br />3. As you all know, the bowling alley was closed within the last couple of <br />years and for a time, the building stood empty. About six months ago, <br />Martin Capp, the ovmer, met with the City Staff discussing possible <br />reuse of the property. At that time, it was pointed out that the <br />building and parking lot were nonconforming and if the land were to be <br />put into a different use, plans should be prepared for the building and <br />the site. Additional landscaping, curbing, and adjustments to the parking <br />were suggested with an attempt to conform to the ordinance <br />requirements as may be practical. <br />4. Subsequently, Kraus -Anderson, the owner's builder, applied for and <br />d b HAI ermit for the renovation of the building into two <br />a <br />receive ui mg p <br />retail spaces. At the time, no plans were submitted relating to the <br />handling of the parking area. Mr. Capp, his attorney, and a <br />representative of the Kraus -Anderson company were asked to review the <br />situation with staff personnel at City Hall. The purpose of the meeting <br />was to solicit Mr. Capp's cooperation in providing improvements to the <br />parking area that might enhance its appearance and function. <br />
