Kraus -Anderson, Case No. 1809 Page 2 <br />5. <br />6. <br />7. <br />S. <br />At that meeting, it was agreed that Mr. Capp would landscape the <br />front 30 feet of the site, eliminating parking that was previously there <br />prior to the reconstruction of Snelling Avenue. Along the west side of <br />the building, a landscaped area of 9-1/2 feet would be provided to <br />somewhat enhance the appearance of the facade of the structure. It <br />was agreed that the south side of the parking lot would be moved 7 <br />feet from the south property line (15 feet normally required) since there <br />was adequate depth to the parking lot (north -south dimension) to reduce <br />the width by that amount and still have the parking spaces and isles <br />conform to City standards. They further agreed to place two curbed <br />islands in the parking area so as to break up the asphalt area. They <br />also agreed to curb the entire parking lot area as currently required by <br />the City. <br />The retail space at approximately 202000 square feet would require 1.00 <br />parking spaces. Ninety-five are proposed as shown in the attached <br />drawing. Therefore, a variance of 5 parking spaces is required. <br />As you will note at the site, the application ,was filed after the fact. <br />That is to say, the bulk of the work has been done. Processing of the <br />variances that are required at this time would result in the building and <br />development being legal and out of the nonconforming classification. <br />The variances required would be as follows: <br />a) From 10 feet to 0 feet on the north side of the building. <br />b) <br />From <br />30 <br />feet <br />to 0 feet on <br />the <br />south <br />side <br />of <br />the <br />building. <br />c) <br />From <br />15 <br />feet <br />to 7 feet on <br />the <br />south <br />side <br />of <br />the <br />parking lot. <br />d) <br />From <br />10 <br />feet <br />to 0 feet on <br />the <br />west <br />side <br />of <br />the <br />parking lot. <br />e) <br />From <br />5 <br />feet <br />to 0 feet on <br />the <br />north <br />side <br />of <br />the <br />parking lot. <br />Additional landscaping not indicated on the plan submitted may well be <br />in order. <br />Theoretically the redevelopment of the parking lot and the renovation <br />and reconstruction of the building would trigger the requirement for a <br />sidewalk along Skillman Avenue, as well as Snelling Avenue. The plan <br />submitted does not indicate this sidewalk. If the sidewalk is not to be <br />constructed, a variance to that effect should also be considered. <br />When we first met with Mr. Capp, we suggested that perhaps tearing <br />down the building and starting over may be appropriate for this well <br />located site in Roseville. Following the issuance of the building permit <br />to remodel, however, the intent was to improve the parking and site <br />conditions to the extent it might be practical under the circumstan:.-es. <br />
