PLANNING REPORT 0 <br />DATE: <br />2 September 1987 <br />CASE NUMBER: <br />1788 <br />APPLICANT: <br />Donald V. Roberts <br />LOCATION: <br />West of Fairview Avenue, <br />Northerly of County Road B-2 <br />(see sketch) <br />ACTION REQUESTED: <br />Variance to Sign Ordinance <br />PLANNING CONSIDERATIONS: <br />1. Although Mr. Roberts has sold many of his Roseville properties, he <br />continues to own and manage some of them. One such property is at <br />2465 North Fairview with a frontage of 212 feet on the west side of <br />Fairview Avenue and a depth of approximately 410 feet. <br />2. This structure was originally built as an industrial building under the <br />industrial zoning originally applied to the land in 1959. In accordance <br />with the 1980 Comprehensive Plan, this area is designated for business <br />purposes. At the owner's request, this land was rezoned from Industrial <br />to B-3 several years ago at which time portions of the building were <br />leased for business purposes. ComputerLand and IPC Graphics leased <br />portions of the building. Mr. Roberts also leased the use of the sign <br />that occupied the site to ComputerLand for their exclusive use. This <br />sign measures approximately 100 square feet as allowed in the B-3 <br />District fronting on a local thoroughfare such as Fairview Avenue. <br />3. Mr. Roberts has also leased a significant portion of the building to the <br />Roseville Medical Clinic. As a result, that portion of the building <br />occupied by Mr. Roberts' company now has their frontage on the south <br />side of the building (not fronting on Fairview Avenue). <br />4. Mr. Roberts now desires identification on Fairview Avenue for his <br />location and is requesting a 4' x 8' pylon sign to be located near the <br />south line of his property at the required 30' setback from the public <br />right-of-way. <br />5• Attached is a letter from Mr. <br />drawings: a survey of the land Roberts <br />prepared noting <br />MiilneregW.stCard three <br />Associatesand <br />, a site plan of the building as it rolates to the Carley <br />portion of the property (the frontage on Fairview Avenue), and a <br />drawing showing the configuration of the sign. <br />6. When Mr. Roberts first discussed this proposal with the staff, w <br />that each business or industrial property in Roseville is allot ednoted one <br />Pylon sign per street frontage plus signage allowed on the building <br />itself. The granting of a second pylon sign represents a new precedent <br />which may represent a concern of the Planning Commission and Council <br />because of its impact on other properties in the City. <br />
