The following <br />is a more detailed analysis of the issues involving this parcel: <br />1. Desirability of property: <br />There is always a concern for providing and preserving open space. <br />Although the Lexington site has well served the neighborhood and the <br />community for several years as an active play area, there are additional <br />considerations: <br />- This land is a part of the city's master land use plan as a <br />recreational use area but it has not been an actual city park. <br />This site has been owned, scheduled and maintained by the Roseville <br />Area Schools. <br />- It's use has been more of a community playfield than as a neighbor- <br />hood use area serving softball and hockey teams throughout the city. <br />- There is additional neighborhood play space approximately one block <br />away at Mayflower Park which is often used for soccer, frisbee and <br />casual softball. This area also has a nature area with a pond and <br />passive rest area. <br />- A comprehensive park, Bruce Russell, is located five blocku from <br />Lexington and offers tennis courts, play apparatus, basketball.court, <br />ballfield, shelter building and parking. This area is near the bike <br />trail system from both the east and west. <br />The decision to either retain or require land is more than just a factor <br />of open land, availability or past use. <br />2. Usability: <br />These are the major concerns regarding the ability to use this area <br />under the proposed plan. <br />- Parking: Past history has proven over and over that unless off- <br />street parking is provided there are always problems in using active <br />play areas. The present proposal provides no guaranteed parking on <br />::.either a short or long term basis. <br />
