Roseville City Staff <br />Page 2 <br />One of the neighbors, Mrs. Hofineister at 1455 Belmont Lane West, though involved in the <br />process is now opposed to the plan. We suggest that the applicant make additional <br />contact with Mrs. Hofineister to secure her consideration and hopefully her approval of the <br />revised plan. <br />Subject to final adjustments related to the Hofineister property, we suggest plan approval <br />as amended with the further recommendation that the Har Mar Representatives submit a <br />proposed planting and maintenance agreement with an annual budget to the City, subject to <br />staff review. This suggestion is made to establish an ongoing process of maintenance and <br />renewal to avoid a repeat of the problems that have, in some cases, been caused by the <br />complete removal of neglected and overgrown buffer zone plantings. <br />In our meeting with Ed Reid, he noted his client's willingness to implement an annual <br />plant replacement and maintenance program to keep the landscape buffer functionally intact <br />and capable of rroviding the screening as required in the original permit. <br />
