1 1 <br />The Shelard Gr* <br />STS Project No. 94039-XA <br />July 10, 1987 <br />Page 3 <br />We feel that this method of remediating the contaminated <br />soils on -site would be the most feasible and practical solu- <br />tion. Contaminated soils would be removed, land spread in <br />order to volatize the majority of the petroleum products, and <br />encapsulated beneath the asphalt parking area to prevent <br />further impact of these soils. <br />In order to expedite the site work, we recommend that the <br />contaminated soils be excavated and stockpiled on -site. <br />Stockpiling has been discussed with the Minnesota Pollution <br />Control Agency, City of Roseville and Ramsey County Environ- <br />mental Health Division. Stockpiling was acceptable with <br />these agencies. <br />Materials identified as contaminated should be placed on an <br />impermeable membrane. The stockpile should be covered to <br />minimize infiltration and prevent erosion. The stockpile <br />area should be diked to prevent surface water infiltration. <br />Excavation and stockpiling should begin as soon as possible <br />based on verbal authorization from the regulatory agencies. <br />Land spreading will commence once authorization for this <br />method of remediatinn has been received. <br />Thank you for the opportunity to assist you on this project. <br />We are providing copies of this report directly to the appro- <br />priate regulatory agencies, per your roquest, in order to <br />expedite the process.
