STS Consultants Ltd. <br />Consulting Engineers <br />2405 Annapolis Lane, Suite 280 <br />Minneapolis, Minnesota 55441 <br />(612) 559-1900 March 9, 1987 <br />Mr., Ron Backls <br />The Shelard Group <br />7825 Washington Ave. S. <br />Suite 700 <br />Bloomington, MN 55435 <br />STS Project 94039 <br />Re: Rice Street Retail Center in Roseville, Minnesota <br />Dear Mr. Backus: <br />As requested by you on March 3, 1987, we have completed an <br />air photo evaluation of the proposed site of the Rice Street <br />Retail Center to be located on the west side of Rice Street <br />north of County Road B2 in Roseville, Minnesota. During our <br />subsurface exploration report dated October 14, 1986, several <br />of the borings encountered soils which had an unnatural <br />chemical odor. Subsequently, soil samples were submitted to <br />Interpoll Laboratory for chemical testing to determine the <br />presence of benzene, toluene, xylezne, trichloroethylene and <br />inethyl ethyl ketone which area constituents of gasoline, <br />diesel fuel and solvents typically or :frequently used. None <br />of those constituents were found in tiae3 .soil samples as <br />reported to you on November 6, 1986. <br />In response to your most recent request, we reviewed air <br />Photos of the site taken in 1940, 1953, 1957, 1974, 1980 ane <br />1985. The earliest th,vee as well as the 1980 photographs ,are <br />available at the Wilson Library on the University of Minne- <br />sota campus. The 1974 and 1985 photos -,re availahle at the <br />Roseville City Mall engineering office. Based on the photo- <br />graphs, the retail center site was used for agricultural <br />purposes in 1940, appearing to be a partially harvested hay <br />field in June of 1940. In 1953, the site was vacant and <br />uncultivated. <br />In 1957, the site had been partially developed at the east <br />and, with tite construction of two small rectangular build- <br />inc3s, These appear to be a gas station or service station <br />setting based on the traffic patterns in tile) surrounding <br />area. In the photograph two trucks were parked to the near <br />north of the buildings. It was apparent that recent fill <br />material had been placed within much of the area west of nice <br />Street between County Road 82 and Tr4ansit Avenue. The fill <br />materials did not encroa h upon the existing pond area to tile; <br />
