Application Process: <br />A. Application and accompanying documents reviewed with the City <br />Staff. <br />B. Completed application presented to the City Council for referral to <br />Planning Commisssion for public hearing. <br />C. Planning Commission conducts public hearing and makes <br />recommendation to City Council. <br />D. City Council conducts public hearing. <br />21.
