PLANNING REPORT <br />DATE: <br />CASE NUMBER: <br />APPLICANT: <br />LOCATION: <br />ACTION REQUESTED: <br />3 December 1986 <br />1712 <br />Robert J. Michels <br />East of Dale Street, Northerly <br />Of County Road B-2 (see <br />sketch) <br />Approval of Preliminary Plat <br />PLANNING CONSIDERATIONS: <br />I. The property in question is a parcel of land with 150 feet of frontage <br />on Dale Street, occupied by an existing single-family home near the <br />southwest corner of the site. You will note from the attached co the portion of the section ma of this copy of <br />P part of the City, that there is a <br />Plat recorded to the north and east of the subject property indicated as <br />Central Park View Number Two. This series of five lots (platted as <br />outlots) were established anticipating a time in the future when a street <br />would be constructed easterly from Dale Street in the form of a <br />cul-de-sac similar to that which was done on Transit Avenue to the <br />north. The reason this second cul-de-sac <br />sed to be Sextant <br />Avenue) was not done at the same time as Transit oAvenue was because <br />the owner of the property in question opposed the Idea at that time. <br />2. The applicant, Mr. Michels has petitioned the City Council for a <br />feasibility study to construct a cul-de-sac to serve the property in <br />question, the five lots in Central Park View Number Two, and the <br />northerly portion of the three lots to the east of the property in <br />question. We understand that some of the latter are opposed to the <br />cul-de-sac construction. <br />3. The feasibility study being conducted by the Engineering Staff is nearing <br />completion and will be presented to the City Council on December 8, <br />1986. Should the Council decide to proceed with the project, a public <br />hearing would then be established for a later date. <br />ho may <br />be for or against the proposal should express theirs rsons views wat that <br />hearing. <br />4. In the meantime, Mr. Michels is proposing the Preliminary Plat in <br />question with this application. Obviously, the Preliminary Plat as <br />proposed is not workable unless the proposed Sextant Avenue cul-de-sac <br />is constructed contiguous to the three lots proposed on the north side. <br />5. The proposed lots would have frontage of 122 feet, 94 feet, and 94.36 <br />feet respectively on Sextant Avenue. The lot areas would be 14,640 <br />square fleet (the corner lot) and approximately 11,280 square feet (for <br />the two interior lots). Minimum lot frontage for a corner lot is 100 <br />feet and the minimum frontage for an interior lot is 85 feet. The <br />
