October 29, 1986 <br />TO: City Council <br />FROM: Jim Andre, City Manager <br />SUBJECT: MORATORIUM ON DEVELOPMENT - CEP- , AREAS <br />Attached is an overview of what actions need to be taken to consider <br />and implement the market and land use report presented by Public <br />Financial Systems consultants, if -adopted. <br />The report identified seven area's of the City which were subject <br />to both near, and longer term redevelopment pressures, and provided <br />recommendations for each. ` <br />Areas 2 and 4 are areas which demand the most immediate attention <br />because of the consultant's land;use recommendations, and the <br />current planning application to develop one.of the parcels in Area <br />It is recommended that a six month moratorium on development be <br />effective immediately on the following and generally described <br />sub -areas. <br />1. In Area 2, those <br />properties immediately.west of I-35W from <br />the Glacier property to the Ruan property (see attached map). <br />This area is recommended by the consultant to be exclusively <br />office. There is currently before the City an application to <br />redevelop one of these parcels for a use contrary to the <br />consultant's recommendation.; <br />2. In Area 4, those ' <br />veland <br />Avenue from County rRoad tCetol ountytRoadely eC-2.ast ofTheeconsul <br />has recommended these consultant <br />parcels to be exclusively office. <br />The moratorium will be considered at the November 10, 1986 regular <br />Council meeting. The Planning Commission will be considering an <br />application to develop the Twin City Freight site on November 5, <br />1986. It would be appropriate and recommended that the Planning <br />Commission consider and make a recommendation concerning the <br />moratorium, and table the application pending the Council's action <br />on the moratorium. <br />In the near future, the staff will be making specific recommenda- <br />tions for implementing the consultant's report relating to <br />Comprehensive Plan and zoning ch4nges, and for the preparation of <br />mini plans. Mini plans would provide options for developing the <br />parcels within these sub -areas. <br />Attchs. <br />
