1 <br />SPECIAL USE PERMIT FOR SITE PLAN APPROVAL PAGE 3 <br />3. Study the Port Authority's capacity and options to participate <br />more substantially in the development of the Target Area. <br />4. Review the potential for the request for proposal from various <br />developers to facilitate the desire and intensity of development in <br />the ara;., <br />5. Review potential for modifications to the Comprehensive Plan. <br />To accomplish these goals, the' City Manager has prepared a memo to <br />the Planning Commission and Counsil suggesting a moratorium on <br />development in the area from the Glacier Park Property (sputh of the <br />bridge extension) to the Ruan site (north of the railroad tracks). A <br />copy of that memo is attached for your consideration. <br />8. We suggest, therefore, that the Planning Commission may consider a <br />motion to table consideration of the Special Use Permit request, and <br />the adoption of a six month moratorium on development so as to allow <br />adequate time to properly prepare the option, policy, and methods of <br />implementation. A motion or such action may read as follows: <br />Move that the Mar -Len application be tabled in consideration of <br />the moratorium on development by the City Counsil, and that if <br />the moratorium is adopted by the Counsil the application will -be <br />tabled until the moratorium expires or is lifted. It is <br />recommended to the Counsil that the proposed moratorium on <br />development be adopted for the reasons set forth in this report <br />which are hereby established as findings of fact. <br />
