PLANNING REPORT <br />DATE: <br />CASE NUMBER: <br />APPLICANT: <br />LOCATION: <br />ACTION REQUESTED: <br />PLANNING CONSIDERATIONS: <br />1 October 1986 <br />1695 <br />Group W Cable <br />Southwest Corner of Woodhill <br />Drive and Victoria <br />Approval of Special Use <br />Permit for Parking Expansion <br />1• A Special Use Permit has previously been issued to the Group W people <br />for the occupancy of the former Lake Owasso School as its headquarters <br />and services will be serving Roseville and the northern suburbs. The <br />property is zoned R-1 and, being owned by the school district (leased to <br />Group W), the use is subject to a Special Use Permit for initial <br />occupancy and if parking is expanded on the site. <br />The initial <br />development approved by the City in 1983 included 132 parking spaces <br />and the use of a portion of the site and a major portion of the <br />building for construction material and accessory vehicles utilized <br />primarily during the initial construction of this system. This operation <br />is now phasing out and Group W proposes to add additional employees <br />to the site space formerly used for warehousing of the material and <br />equipment. To accomodate these additional employees, they propose to <br />add to an existing blacktop area on the east side of the school to <br />produce a new parking area for 32 stalls. This area will have a direct <br />new driveway to Woodhill Drive., opposite the nursing home across the <br />street to the north. We have suggested that they meet with the <br />neighbors whose properties abut Victoria on the east side. The <br />applicants inform us this neighborhood meeting has been 'accomplished <br />and that the results were positive. The applicants have submitted a <br />landscape plan that indicates extensive landscaping to the east of this <br />parking area, so as to provide an asthetically pleasing screen for the <br />view from Victoria to the east. <br />2. The applicants have been reviewing the method of drainage with the <br />City Staff Engineers. They are <br />easterly down the 'slope <br />evolving a plan to carry the drainage <br />to the right-of-way of Victoria, rather than <br />running a pipe directly to Woodhill Drive. The staff is currently <br />reviewing this proposal as to its adequacy. The <br />comment regarding the <br />Commission <br />engineering staff will <br />adequacy of these proposals at the Planning <br />and Counsel <br />hearings. <br />3. The applicants are also <br />enlarge the fenced in <br />seeking to modify the Special Use Permit to <br />Attached is a drawing <br />area near the southerly portion of the site. <br />indicating the relocation of the existing fence <br />
