A portion of this site in question was originally developed as a pre -cast <br />concrete plant. It was acquired by the J. R. Johnson Supply company <br />around the year 1972, where they then moved to from St. Anthony <br />Village. The land is zoned B-4, having been rezoned with contiguous <br />properties to the south and north (across the tracks) as a part of the <br />overall tax increment planning district. The existing uses are allowed <br />to expand under the provisions of the B-4 District. A special use <br />permit is required In the B-4 District, however, for any changes and/or <br />expansion of the site. <br />2. It is possible that over the long-range, the site could be subject to <br />redevelopment, pending successful redevelopment of the property to the <br />south In the overall tax increment district. <br />3. In our staff discussions with the applicant, we have noted this fact and <br />suggested that Improvements to the site be done with these long-range <br />possibilities In mind. We interpret this to suggest that changes and <br />additions to the present site should be done with quality material that <br />will enhance the existing and proposed structures, but not with such <br />expensive materials as to ultimately make It more difficult to finance a <br />redevelopment of the total site. With this objective In mind, an <br />exposed aggregate finish on pre -cast concrete wall panels Is proposed as <br />a finish material. <br />4. Attached is a statement prepared by the applicant's architect, Korsunsky <br />Krank Erickson Architects, Inc., outlining the proposal. Also attached <br />are reduced copies of drawings indicating the existing development (the <br />first sheet) end the proposed development plan, building elevations, <br />landscape plan, drainage, and property survey. <br />5. The work is to be done In three stages of which the most important <br />phase, in our opinion, Is Phase One. That Phase, to be constructed In <br />11986 and 1987, will include a total redevelopment of the land not <br />occupied by structures, including the implementation of the landscape <br />plan. Also included in the first Phase Is Lhe removal of two-thirds of <br />the temporary greenhouses, to be replaced by the warehouse structure. <br />
