Several months ago the staff met with Jim Trapp, owner of the <br />property in question, and Paul Nelson, who operates a company that <br />sells and services rubbish equipment. Though the operation was already <br />on the site, he was informed that a special use permit would be <br />required. In the meantime, the City has allowed the operation to <br />continue. The application notes that, "We are an equipment distributor <br />selling and servicing rubbish equipment. We purchase the bodies from a <br />manufacturing company and purchase chassis so that these may be <br />mounted on." The type of equipment involved can be seen on the site. <br />It includes parts of rubbish hauling truck equipment and/or the total <br />vehicle. Due to the grave concerns we have regarding the appearance <br />and upkeep of this property over such a long period of time, it is <br />important that members of the Planning Commission and Council view <br />the site prior to their respective public hearings. <br />2. The history of the site goes back a long way, beginning in September <br />of 1971 at which time a special use permit was granted to Jim Trapp <br />to operate the Cleanco truck washing facility (File 632). The operation <br />was already in effect at the time of the application. The permit was <br />issued on the condition that there be no outside storage anywhere on <br />the site. The site consisted of a collection of metal and concrete <br />block buildings. <br />3. In October of 1973, a portion of the property was being used for a <br />diesel truck repair service: Such use was not allowed in the light <br />industrial district, which the property was then zoned. Thus, an <br />application was made to rezone the property from I-1 to I-2. Attached <br />is a copy of the planning report relating to that action dated September <br />5, 1973. The principal concern was relayed by a contiguous property <br />owner to the north in a letter to the Planning Commission, relating to <br />the "further deterioration" in the area. That opposition was withdrawn <br />based on Mr. Traipp's assurance that the appearance problem would be <br />taken care of. <br />
