On October 18, 1976, the City Council approved a special use permit to <br />expand the use of the site to include a truck service station on the <br />property. Attached to that approval was a set of conditions, most of <br />which related to the improvement of the property appearance. Those <br />conditions were to be complied with by June 30, 1977. Attached is a <br />copy of a memo to the City Council, dated May 30, 1978, from the <br />City Manager summarizing the efforts on the part of the City to have <br />the conditions complied with. <br />5. On February 14, 1977, the Council approved a variance to sign height <br />and size. Attached is a copy of a letter to Mr. Trapp informing him <br />of the approval, with reference to the site improvement conditions to <br />be accomplished. <br />6. It would appear that our basic problem with respect to this site is a <br />continued lack of effort to bring the site up to reasonable functional <br />and aesthetic standards. You will note that the development in the <br />immediate area is well done and attractive. The scope and nature of <br />the problem can best be appreciated by visiting the site. The general <br />problems include: <br />1. Deterioration and lack of painting of the structure. <br />2. Unsightly damage to the structure and poor maintenance. <br />3. Curbing of driveways and parking area are incomplete and <br />not poured in place. <br />4. Curbing sections are unsightly and out of place. <br />5. Parking areas are not properly surfaced. <br />6. General low quality of structure type and maintenance. <br />7. The display of parts of garbage truck equipment and trucks along the <br />frontage on Partridge Road do not enhance the general character of the <br />area, though this Is not the principal problem. Attached is a letter <br />from David K. Sunderland, dated May 22, 1986, to Mr. Craig Waldron, <br />Director of Economic Development, pointing out his concern, not for the <br />truck sales special use permit, but rather for the appearance of the <br />area and what efforts could be made to get improvement action. In <br />the past, the City has approved the various applications as reviewed in <br />this report, with conditions and assurances from Mr. Trapp that certain <br />improvements will be accomplished. It appears that over a period of <br />time, these efforts have been unsuccessful. If approval of the special <br />use permit is considered, the Planning Commission and Council may wish <br />to apply a time limit and a limitation on display of truck body parts as <br />against operative vehicles. <br />8. When we first met with Mr. Trapp and Mr. Nelson, we suggested that a <br />detailed plan of the site be prepared with a list of improvements to be <br />accomplished, which could then have served as a basis for a set of <br />conditions. No such plans were submitted with the application, however. <br />We believe that such a plan with specific improvements delineated can <br />form the only reasonable basis for an agreement as to improvements to <br />be accomplished. The result would be the cleaning up of all the past <br />incomplete actions, which could constitute a considerable improvement in <br />the appearance of this part of the City. <br />
