The property in question was formerly owned, occupied, and developed <br />by First Federal Savings and Loan Corporation which was recently <br />merged with Minnesota Federal Savings and Loan. As you know, the <br />resulted joint facilities are now known as First Minnesota Federal <br />Savings and Loan. The merged company has elected to retain their <br />facility just north of Lexington and Larpenteur Avenues and has closed <br />the facility at the subject site. <br />2. The site has been purchased by United Federal Savings Bank which is <br />owned by the Rosewood Corporation, located at 1711 West County Road <br />B, Roseville. The United Federal Savings Bank is an outgrowth of <br />Rosewood Corporation's purchase of the Windom, Minnesota, and <br />Mountain Lake, Minnesota, banks in August of 1984. The United <br />Federal Savings Bank was previously located at 1711 West County Road <br />B in the building owned by Rosewood Corporation. The Bank's deposits <br />have grown from 42 million dollars to 112 million dollars to date. <br />3. Since its purchase, the bank has replaced the previous pylon sign. <br />Reusing the pedestal structure they have constructed a new sign, 18 <br />feet 4 inches by 4 feet 10 inches, equalling 88.6 square feet. The sign <br />is 20 feet high (see attachedsketch). The sign area allowed by code is <br />100 square feet by 25 feet in height. The previous sign displayed the <br />name and intermittent time and temperature. The new sign is an <br />electronic device with small lights that flash on and off. <br />These electronic signs have been common in the interiors of banks and <br />other retail outlets for a number of years. Recently, however, their <br />cost has been reduced so that they are now being placed in exterior <br />locations. Examples of three such signs can be seen at Signal Hills, <br />Twin City Federal's office in downtown St. Paul, and the Park National <br />Bank at Vernon Avenue and Highway 12, westerly of the intersection of <br />Highways 12 and 100 in St. Louis Park. <br />We have determined in consultation with the City Attorney that the <br />traveling message, displayed through the use of the small bulbs going on <br />and off, can be construed to be a "flashing sign" which is prohibited by <br />our sign code (similar to most suburban sign codes in the Metropolitan <br />
