The sign permit was issued for the construction of the sign with <br />the agreement that it would be used only to indicate time and <br />temperature, similar to the previously approved sign. In addition, a <br />variance would need to be requested for any additional message to -be <br />flashed on and off at a specified timing interval. <br />The staff noted that we would suggest to the Planning Commission and <br />Council that an analysis be made of a future policy relating to the <br />matter in which "traveling signage" will be controlled in a potential <br />addendum to the sign code. <br />4. Attached is a letter from United Federal Savings Bank outlining their <br />proposal. The letter dated March 11, 1986, requests permission to <br />display time and temperature for approximately one and one-half minutes <br />on the quarter hour, alternating with a stationary informational message <br />to be displayed for approximately thirteen minutes. <br />5. Our concern with the traveling message concept is that it may <br />constitute a distraction to motorists. This could be a problem on any <br />street or highway, particularly at a busy intersection. Certainly, the <br />intersection at this location, along with the entrances to Rosedale and <br />to the shopping centers to the north constitutes one of our busiest <br />intersections in Roseville. <br />6. However, we do not believe that a stationary sign displayed for a <br />period of thirteen minutes constitutes a hazard, nor does the changing <br />time and temperature as has been previously approved in Roseville for a <br />number of locations, including this one. Thus, it may be appropriate <br />for the Planning Commission and Council to consider approval to the <br />variance as requested, with the condition that the traveling electronic <br />sign capability is not used until a more definitive policy regarding their <br />use is evolved by the City. <br />7. We suggest that a report be prepared following some investigation on <br />the part of the staff as to appropriate methods of handling such <br />itraveling message electronic signage in the future. <br />
