Minutes of the Arden Hills Regular Planning Commission Meeting, 6-5-91 <br />Page 8 <br />CASE #91-04 (Cont'd) Petersen moved, seconded by Zehm, that Commission <br />recamTend to Council approval of Case #91-04, Planned <br />Unit Development Concept Plan for Northwestern College, as submitted, based on <br />the rationale listed in the Planner's report dated 6-5-91, and conditioned upon a <br />maximum of 1,250 full-time student population on Campus, receipt of a written <br />statement from the Fire Chief that access for emergency vehicles from the Arden <br />Hills #3 area or Shorewood Drive is not required and that the emergency vehicle <br />access to the site is sufficient as shown on the plan, and further that <br />Commission reminds the applicant to submit application for Site Plan Review for <br />improvements to the site and building construction or modification. Motion <br />carried. (Petersen, Zehm, Winiecki voting in favor; Carlson and Piotrowski <br />opposed) (3-2) <br />Member Piotrowski left the meeting at 9:00 p.m. <br />CASE #91-05; Planner Bergly reviewed his report dated 4-3-91, relative <br />MINOR SUBD/CONSOT,, to the Minor Subdivision and Lot Consolidation, 3191 <br />3191 I,E'}C NGTON, North Lexington Avenue, Warren Hanson. <br />W. HANSON <br />Bergly advised the request is to combine four existing parcels owned by Mr. <br />Hanson and then redivide the consolidated parcel into two lots, in order to sell <br />one lot. He stated property has frontage on Lexington Avenue on the east and Lake <br />Josephine on the west. Bergly noted potential variances could be required for lot <br />width on the newly created 75 ft. and 80 ft. wide portions of the east lot; 85 <br />ft. wide lots are required in the R-2 District. <br />The Planner explained there is a street proposed to be extended when the other <br />properties are divided and suggested an easement to protect the area for future <br />street extension and to provide access to the west portion of the east lot should <br />be required. He advised the applicant agrees to provide the easement to preserve <br />the future street. Bergly recommended the City Attorney and Engineer suggest <br />action to preserve the street. <br />vice Chair Winiecki noted if a street is shown on the official City map the <br />intent should be clear that the area is preserved for a future street. <br />Bergly advised this was discussed at the April meeting and a recommendation <br />should be made to Council on the matter. He explained a public hearing is <br />required to establish an official map of the City. <br />Member Zehm questioned how setbackLs would be determined if the east lot is sold <br />as one parcel. <br />Planner Bergly stated Cmmdssion action should reflect the intent to preserve the <br />street and setbacks would be established from the street. <br />Warren Hansen, applicant, explained his intent to separate the parcel with <br />existing hoarse and sell the parcel immediately east. of his parcel, which is <br />adjacent to the proposed street. He indicated access to the lot proposed for sale <br />may be obtained from Lake Lane. Hansen agreed to tare action necessary to convey <br />the street easement to the City for preservation purposes. <br />Zelnn moved, seconded by Carlson, that C =aission <br />recommend to council approval, of Case #91-05, Lot Consolidation and Minor <br />Subdivision as proposed at 3191 North Lexington Avenue, based on the rationale <br />listed in the Planner's report dated 4-3-91, and subject to the following: <br />
