Minutes of the Arden Hills Regular Planning Commission M -eting, 6-5-91 <br />Page 7 <br />CASE #91-04 (Cont'd) Winiecki moved, seconded by Zehm, that Camnission <br />recommend to Council approval of Case #91-04, request for <br />Zoning Ordinance Amendment, VIII paragraph A, by dividing the definition of <br />"Schools, Special Education" into two definitions under Section II, D, as <br />outlined in the Planner's report dated 4-3-91 and further to amend the Land Use <br />Clam, Section VE, by adding Plarmed Unit Developments in the R-1 and R-2 <br />Districts, based on the findings listed in the Planner's report dated 4-3-91. <br />Motion carried. (Winiecki, Zehm, Petersen voting in favor; Carlson and Piotrowski <br />opposed) (3-2) <br />Member Piotrowski noted the Zoning Code Bubo mnittee has discussed eliminating <br />the Higher Education School definition and PUD under the Land Use Chart in the <br />R-2 District and allow such schools only in the R-1 District; questioned if that <br />could be accomplished at this time. <br />Planner Be,_-gly advised the applicant has requested the definition be placed in <br />both districts, however, Commission may recommend to reduce the allowable <br />districts, but not increase the districts; indicated R-1 is appropriate, since <br />the underlying zoning is R-1. <br />Piotrowski moved, seconded by Zehm, to reconsider and <br />amend the previous motion to allow Higher Education Schools, under Planned Unit <br />Developments, only in the R-1 District. Motion carried. (Piotrowski, Zehm, <br />Petersen and Winiecki voting in favor; Carlson opposed) (4-1) <br />Vice Chair Winiecki recommended staff forward a letter to the City of Roseville <br />which outlines the concerns expressed by residents and Commission members as <br />follows: Tennis Court location, erosion problems and monitoring erosion control <br />devices, screening on the east side of the site, the above -ground storage tanks <br />being brought into compliance, storage or removal of the heavy equipment near the <br />lakeshore, removal of downed trees, roadway at entrance on Lydia, and concerns <br />relative to the College conformance to the previously approved PUD from the City <br />of Roseville; specifically the concern relative to the College maintaining a 100 <br />ft. buffer from residential properties. <br />Member Piotrowski stated she has no concerns relative to the Nazareth Hall <br />Addition or KTIS Radio station; expressed concern relative to the erosion from <br />the proposed Educational Center and the screening along Asbury Avenue. <br />Member Carlson discussed increase in size of enrollment and increased traffic. He <br />noted the College does not favor any further access into the site and questioned <br />if there is sufficient access for emergency vehicles. Carlson requested the LJVFU <br />Fire Chief submit written documentation that the two access points into the site, <br />through a dead-end street and the Arden Hills Association #3 area, are sufficient <br />for emergency vehicle access. He also indicated that traffic infcrmatic�n should <br />be provided to the City. <br />Vice Chair Winiecki questicu ,a if a maximum Campus population figure could be <br />stipulated as -part of the PUD approval; suggested 1,250 students. <br />Member Petersen agreed with stipulating a student population maximum figure and . <br />requiring written documentation from the Fire Chief relative to the site access. <br />President Erickson responded to the emergency vehicle access to the site and <br />advised there are three access points from Lydia street. <br />Bergly advised the Fire Chief could respond prior to the Council review. <br />
