L <br />Minutes of the Arden Hills Regular Planning Commission Meeting, 6-5-91 <br />Page 10 <br />CASE #91-07 (Cont'd) Planner Bergly referred to the Building Inspector's <br />memorandum dated 5-14-91, which recommends two exits from <br />the patio be provided to comply with occupancy requirements. <br />Vice Chair Winiecki suggested additional landscaping be placed in the proposed <br />island extension area and plantings in the sidewalk area near the patio. <br />Planner Bergly stated the motel has filed for Chapter 11 and it would be <br />difficult to accomplish the patio and the landscaping at this time. He suggested <br />delay of plantings to determine if the patio is successful. <br />Gary Wink, General Manager, explained hanging plants will be provided in the <br />patio area this year. He noted that if landscaping is placed close to the patio <br />fence area, the bituminous surface would have to be increased. <br />The Planner advised that in reviewing similar operations in several other <br />communities and most have access directly fron, the parking lot to the outside <br />area; this appears to be one of the attractive features of the operation. He <br />recommends a host/hostess station be placed at the gate if patrons are allowed to <br />enter or leave the patio without going through the bar; for security purposes and <br />I.D. verification and that this be reviewed in 1992. <br />Carlson moved, seconded by ?.ehm, that Commission <br />re=me.nd to Council approval of Casa 191-07, Site Plan Review for Outdoor Food <br />and Beverage Serving Area, Howard Jdulsons Motel, 1201 West County Road E, as <br />outlined in the Planner's Exhibit 4, with recommendations a, b and c, and <br />conditioned i.4= items 1 through 6, as listed in the Planner's report dated <br />6-5-91, with a stipulation to require staff review of items 5 and 6 by April 15, <br />1992. Motion carried unanimously. (4-0) <br />General Manager Wink questioned if operation of the facility would be restricted <br />by the April 15 deadline. <br />Winieck.i stated the review will fog on whether or not the operation of the <br />patio is successful and will continue in 1992 and if any problems occurred during <br />the 71991 season. <br />CASE #91-011 Planner Bergly referred to his memorandum dated 6-5-91, <br />�KX=S VISI SCHOOL relative to the plu sed construction of the previously <br />approved site plan for Mounds thew High School. <br />Commission acknowledged receipt cv4 a..)ceptanoe of the information. <br />DISCUSSION; Zoning Administrator Iago reported on discussions with <br />PE3Wl= USE, Health One Ambulance Service to determine if operation <br />HEALTH ONE AMBUL. of the service falls within a permitted use or special <br />SERVICE, DUN M use category; noted Sectim V.C. requires the Commission <br />SIFT to make recommendation to the City Cowncil and Council <br />makes the final determination. <br />Iago stated the area was recently rezoned from I-? to B-4, as part of the <br />Laxi.ngton/Fox Study area. She noted that there is no specific classification for <br />this type of use in the existing zoning definitions. Iago advised she disctiassed <br />the basic -operation of the service with representatives of Health one and briefly <br />reviewed the use of the facility: <br />
