REQUEST FOR COUNCIL ACTION DATE: 09-11-95 <br />ITEM NO: E- 4 <br />Department Approval: Manager Approved: Agenda Section: <br />Rerorts/Recotnmendations _ <br />Item Description: NORTHWESTERN COLLEGE PHY-ED CENTER REVIEW <br />Background <br />In March of 1986 Northwestern College requested approval of a PUD for their campus expansion. A part of that <br />expansion included the Physical Education Center. Within the PUD, a condition states that the Council must approve the <br />architectural mass and height of the building prior to construction. <br />July, 1995: The staff. xas unaware of this condition until pointed out by neighbors. The staff review of the project <br />indicated that the pro ect is less in size and height than the original building concept. The planning and building staff <br />have been on site as the building was staked out and as grading and footings have been poured. The building meets the <br />city's setback shoreland requirements from bluffs and from the shoreline. <br />A more serious concern is the completion and "healing" of the steep banks and erosion gulleys. Our city planning staff' <br />has contacted Rice Creek Watershed for assistance and confirmation that the project meets the RCW requirements. The <br />RCW inspectors have been on the site and are monitoring the construction to see that it is completed as per the <br />construction plans, with surge ponds and erosion control, as well as healing of the lake shore banks. <br />Attached is a summary' of the background information. <br />Stab Recommendations: <br />The staff recommends approval of the massing and height of the Northwestern College Physical Education Building as <br />per the requirement of the 1986 Special Use Planned Unit Development. <br />The staff also recommends continuing the monitoring/inspection of the construction by both the city inspectors and the <br />RCW to insure that erosion control and surge ponding are completed as submitted in the building plans. We will notify <br />the College of our concerns. The staff will provide the City Manager with updates on the construction progress. <br />Staff Note: A certification of occupancy will be withheld until these issues and compliance with RCW are resolved. <br />Suggested Council Action: <br />1) By Motion, approve the height and massing of the building and directing staff to continue mor, toning the construction, <br />and requesting RCW to do the same. <br />cc: Northwestern College, Tim Kallahan <br />
