9/13/95 <br />To the Roseville Planning Commission <br />From Art Hubbard, 164 S. Owasso Blvd. <br />I am concerned about the proposed auto repair shop at Rice <br />and South Owasso for several reasons, not all of them related to <br />the proposed project. <br />1. There seems to be a lack of control of speed and noise on So. <br />Owasso. Many of us have called the Roseville police dept. but <br />seldom do we see a police car posted at spots to pick up <br />speeders. Police cars cruise through but don't do much good. <br />Noisy motorcycles, cars, and pick up trucks are an unacceptable <br />nuisance. <br />H1 � S <br />2. The added construction at Owasso H-e�s plus a new large <br />industrial building east of Rice St. (with many others) has made <br />So. Owasso a very busy thoroughfare. <br />3. Hence, the need for a traffic signal light at the intersection <br />of Rice and S. Owasso. There have been rumors for 15 years that a <br />light would be installed. I trust the proper authorities are not <br />waiting until someone is killed or seriously injured to do <br />something. I am confused as to who has responsibility for this - <br />state, county, or city. I think something needs to be done - now. <br />4. Assurance of adequate lighting around any place of business is <br />a necessity. Motion sensor lights would do the job if large area <br />lights are objectionable. <br />5. Has the EPA certified that the lots being considered for an <br />auto repair garage are now free of contamination? <br />6. I would be happy to see the Planning Commission and Council <br />consider rezoning the lots under consideration, and investigate <br />the possibility of allowing one or two Habitat for Humanity homes <br />to be built on the site,, I know the taxable income for the city <br />would be less, but Habitat homes are beautiful homes and would <br />enhance the beauty of the area under consideration. <br />7. I do not know how another business would affect the value of <br />my property, but I do believe any business moving into a <br />residential area would deflate the value of our homes. <br />I respectfully ask you to consider these things before <br />allowing a new business in the considered location. <br />Arthur G.
