REQUEST FOR COUNCIL ACTION DATE: 09-25-95 <br />ITEM NO: 1-2 <br />Department Approval: Manager Approved: Agenda Section: <br />s/Recommendations <br />Item Description: NORTHWESTERN COLLEGE PRY-ED CENTER <br />BUILDING ELEVATION AND MASSING REVIEW/APPROVAL <br />Background <br />At the September 11, 1995 Council meeting, the staff was directed to work with representatives <br />of the College, the Rice Creek Watershed, and the neighborhood to review massing, architecture, <br />and soil erosion/control along the banks of the Lake and County Ditch 4. The meeting was held <br />on the site on Wednesday, September 13th. <br />Additional information has been prepared for the Council review by the architects and by the Rice <br />Creek Watershed. (attached) A schematic model will also be available for the meeting. <br />The major concerns have been: <br />1) the building setback from bluff and shoreline (exceeds the setback) <br />2) the size of the building ( new building is at least 40% smaller than 1986 plan) <br />3) the size of parking and storm ponds (same or very similar in area and capacity) <br />4) the 4 areas of erosion to be corrected by the college. <br />Staff Recommendations: <br />The staff perspective has been that the building is equivalent to or smaller than the conceptual <br />plan of 1986 and 1992 and that the building plan and massing should be approved by the city. The <br />City's standard procedure is that any conditions which have not been met to date, will have to be <br />corrected prior to issuance of the City's Certificate of Occupancy. <br />r <br />Suggested Council Action: <br />Motion to approve the massing and arch' ectural design as consistent with - or smaller than - the <br />original plans approved in 1986 and 19 3with direction to staff to insure that all work and <br />erosion control is completed as per the plans and agreements, prior to the issuance of the <br />Certificate of Occupancy.
