C 1 ty of Rosev i l l e <br />April 25, 1986 <br />Page Two <br />The proposed residence hal I has been shifted approximately 100 feet to the <br />northwest, parki lel ing the existing driveway -roadway, but is also set back <br />from the driveway -roadway an additional 20-25 feet to accommodate more on - <br />street student parking. This shift in the residence hal I location <br />increases the perpendicular setback distance between the east property <br />lines and the nearest corner of the building f rcm the 110 feet previously <br />provided to 150 feet now. The residence hall is proposed to be centered on <br />the gap between Hartel I Hal 1 and Moyer Hal I which w I I I prov ide a convenient <br />and functional pedestrian I ink along the proposed walkway between the <br />middle entry of the residence hal I a0d the proposed Life and Health <br />Fitness Center. At that I ocati on, the proposed residence hall will also <br />provide additional visual and noise screening of the outdoor athletic <br />f iel ds to the southwest for the neighbors to the east-northeast. <br />Presently, on -street head-I'n parking Is provided only across the street to <br />the northeast from Hartel I and Moyer Hal Is. It Is proposed to widen that <br />existing driveway -roadway between the proposed new residence hall and <br />exi stl ng Hartel 1-Moyer Hal I s to accommodate the head -in parki ng on both <br />sides of the street. Doi ng so w i I I prosâ–ş [do about 50 adds ti onal student <br />parki ng staff I s and 1 ncrease the student parki ng suppl y to 0.32 spaces per <br />student compared to 0.27 spaces per student in the March 1986 submittal and <br />the existing supply of 0.22 spaces per student. <br />The hill, at the site of the proposed residence hall, is about 10 feet <br />higher than the abutting driveway -roadway. It is anticipated that the <br />f i rst f i oor of the three f l oor .residence h a l I w i l I be ate -grade to 1/2 story <br />above the existing street grade while the basement parking area would be <br />1 /2 to 1 story below street grade. The hill will provide a natural berm <br />for the f i rst i /2 to 1 story of the residence hal I and the proposed east <br />property I i ne landscaping, to be discussed later, will provide the <br />screening of the top 2 - 2-1/2 stories for the private residences to the <br />east. <br />The number of outdoor tennis courts, located north-northeast of the <br />proposed new residence hall, has been reduced from six (6) to four (4) to <br />supplement the four (4) indoor courts proposed In the Life and Health <br />Fitness Center. The east edge of the courts has been relocated f rom 70 <br />feet to 100 feet west of the east property line to provide additional <br />separation from the private single family residences.
