Description of Environmental Effects: 7 <br />Petitioners request further study of the effects of this <br />proposal on the environr.ent which will impact on the following <br />areas of suburban Roseville: <br />a. Land use and local plans and ordinances; <br />There can be no argument that the entire area surrounding <br />the college is zoned R1 residential. The college is proposing <br />to residential and nearly rural aspects of the community by <br />high density transcient population which will overload systems <br />no originally designed or presently modified to allow for high <br />intensity utilization. This impact will be felt in the disruption <br />of traffic systems now designed to handle only residential and <br />traffic transiting from major arterial streets to residential <br />streets with volumes of traffic from major sporting events and <br />entertainment activities sponsored by the college and held on <br />the campus. City services for traffic control; sewer and <br />water supply, solid waste disposal and utilities have not been <br />designed to supply a volume consumer in this area of the city. <br />They have been designed to provide services to a single family <br />residential housing community which is widely spaced and supporting <br />large tracts of city property through the payment of high taxes. <br />Destruction of the scenic area surrounding the settlement <br />pond called Little Lake Johanna is do environmental blow to the <br />value of the homes located on and near the lake. Scenic pollution <br />in the form of large buildings to provide services for a student <br />body which, in order to utilize the space, will have to grow sub- <br />stantially cannot be justified by Northwestern College. <br />
