The Introduction <br />After a self-imposed building hiatius of over ten years (since construction of the Fine arts building), <br />Northwestern College is anticipating major construction in the near future. <br />In order to expand its facilities, Northwestern must seek from the city of Arden Hills: <br />1. Amendment of the zoning ordinance to allow a PUD in an R1 district. <br />2. Approval of a planned -unit development (PUD). <br />3. A building permit initially for the Educational Resource Center (library). <br />The College currently finds itself classified as a legal nonconforming use in the city of Arden Hills <br />and as such is prohibited from expansion. After consultation with the city planner and city attorney, <br />the College is requesting to be reclassified as a permitted use in the city of Arden Hills, consistent <br />with the conforming status of Bethel College and also consistent with the uninterrupted use of the <br />property as an educational campus, for 21 years by Northwestern College and some 70 years before <br />that by the Roman Catholic Archdiocese. <br />Reclassifying Northwestern and developing a planned -unit development would also be more <br />consistent with the manner in which the city of Roseville has chosen to deal with the College. <br />The Northwestern College campus is more or less equally divided between the cities of Roseville and <br />Arden Hills. The total campus comprises approximately 95 acres. <br />Entrance to the campus is gained through the Roseville portion. One hundred percent of any <br />vehicular traffic is generated through Roseville. Northwestern currently has no access to Arden Hills' <br />roads, has never requested such access and has no interest in attaining access in the future. <br />Reclassification of the campus and the acceptance of a PUD by Arden Hills will allow Northwestern <br />to prepare a comprehensive plan for the future (see accompanying site plan and land -use plan) <br />which will hopefully satisfy the requirements and needs of both cities and will also allow <br />Northwestern to develop its campus to meet the needs of its students. A comprehensive PUD <br />should assure that all parties can look into the future with mutual confidence and a certain <br />predictability. <br />The Applicant <br />Perhaps a word about Northwestern College itself is in order. <br />Northwestern College, established in Minneapolis in 1902, has been on the Arden Hills/Roseville <br />campus since 1970, a period of almost 21 years. <br />Northwestern is essentially a Christian liberal arts college with a strong religious flavor and <br />curriculum. The largest number of students enrolled in a declared major are in teacher education, <br />followed by business, social science, psychology and communications. Other liberal arts majors <br />include music, art, English literature, and natural science. Approximately 11% of declared majors <br />are enrolled in Bible or Christian education majors. Northwestern is somewhat unique, in that every <br />student is required to take Bible as a second major, in addition to their declared major. <br />
