M?NL M OF THE ARDEN HILLS REaTLAR PLANNING CESSION MEETING <br />WEDNES'DAY, JUNE 5, 1991, 7:30 P.M. - CITY HALL <br />CALL TO ORDER Pursuant to due call and notice thereof, Vice Chair <br />Winiecki called the meeting to order at 7:30 p.m. <br />ROLL CALL The roll being called the follow.',ng members were present: <br />Vice Chair Jeanne Winiecki, Members Scott Petersen, Dave <br />Carlson, Barbara Pi0tX0WSki and Dorothy Zehm. Absent: Chair Dennis Probst and <br />Member Raymond McGraw. Also present: Planner John Bergly, Council Liaison Thomas <br />Mahowald, Clerk Administrator Gary Berger and Deputy Clerk Catherine Iago. <br />APPROVE Member Zehm noted the motion on page two of the May 1 <br />JT `" MINU1 ES Planning minutes reflects Petersen making and seconding <br />the motion. Piotrowski recalled seconding the motion. <br />Moved by Piotrowski, seconded by Zehm, to approve the <br />the May 1 Planning Minutes as corrected. Motion dried unanimously. (5-0) <br />CASE #91-07; Vice Chair Winiecki opened the meeting at 7:30 p.m., <br />ZONING ORD. AMENS for the purpose of a Public Hearing on the Zoning <br />& PUD, NORHNESTEM Ordinance Amendment and Planned Unit Development Concept <br />COLLEGE, 3003 NORTH Plan application, Case #91-04, Northwestern College, <br />SNEU,ING AVENUE, 3003 North Snelling Avenue. Winiecki requested the Deputy <br />ROSEVILLE/ARDEN HILLS Clerk verify the publication and mailing of the Notice of <br />Hearing on this matter. <br />Deputy Clerk Iago verified publication of the Notice of Hearing in the New <br />Briahton.Bulletin on Wednesday, May 22, 1991 and mailing to affected property <br />owners the same date. <br />Planner Bergly stated there are two parts of the application for commission <br />consideration. He reviewed the April Planning discussion relating to the Zoning <br />Ordinance AmeixIment, which would allow Colleges and Universities to be redefined <br />in the ordinance and identify them as uses permitted by Planned Unit DevelopTent, <br />in the R-1 and R-2 Zoning Districts. He noted the current definition permits such <br />schools in B-1 district. <br />Bergly explained the proposal divides the definition into two parts; "schools, <br />Special Education" and "Schools, Higher Education". He advised the Land -Use <br />Chart would add Planned unit Developments under the category for "Schools, Higher <br />Education, in the R-1 and R-2 Districts. <br />The Planner reviewed the findings listed in his report dated 4-3-91, as listed <br />below: <br />1. The court directed the City to treat both College im the Arden Hills in the <br />same manner; what is allowed in one must be allowed in the other College. <br />2. Staff determined that rezoning Northwestern College to a B-1, as the City did <br />for Bethel -College, would not be in the long-term best interest of the City. <br />If the College vacates the site, a substantial area remains zoned for offices, <br />medical clinics, electronic towers, and other uses allowed in a B-1 District. <br />3. The present definition of Special Education Schools allows "Commercial, <br />private trade schools", which would not be acceptable in residential <br />districts. Dividing the definition allows placement of Colleges in residential <br />districts and the trade schools more appropriately in the business districts. <br />4. The PUD allows the City to impose more special requL-Pments and the SUP <br />process and offers more protection to neighboring residential property. <br />
