I 1 1
Minutes of the Arden Hills Regular Planning Commission Meeting, 6-5-91
Page 3
CASE #91-04; (Cont'd) c. Nazareth Hall Addition, not proposed for a number of
years.
r1he Planner stated all three buildings appear to be well related to other carpus
wilding and interconnect either by tunnel, new corridor or existing hallways. He
further advised the buildings relate well to existing and proposed parking,
college activity centers and the circulation pattern. He noted the Library is the
largest of the three proposed building, proposed to be two stories above --grade.
Bergly advised the Zoning Amendment and PUD must be approved prior to
construction of the Library.
Bergly stated the college has presented an appropriate level of planning detail
for the City to evaluate the general acceptability of the Plan and reiterated his
concerns relating to the location of the 'tennis courts, the drive extending north
between the Fine Arts Center and Nazareth Hall and the potential of filling in
the landscaping breaks for screening on the east edge of the site.
Planner Bergly advised the building materials and colors are not provided,
however, the report mentions the materials will be compatible with other
surrounding buildings.
Bergly outlined the actions necessary to recannend approval of the Zoning
Amendment and the PUD Concept Plan; indicated if Council approves both, the
applicant may apply for Site Plan Review for the Library facility.
Don Erickson, President of Northwestern College, thanked Planner Bergly for his
presentation. Erickson responded to the three concerns listed in the Planner's
report:
1. The roadway in question is not planned for vehicular traffic, rather for
trucks and maintenance vehicles as a diversion from regular traffic patterns.
2. The gaps in the landscaping which screens the east edge of the campus are not
intentional and are due to irregular growth patterns. Indicated willingness to
"fill-in" those areas.
3. The tennis courts proposed on the Roseville portion of the Campus are proposed
for this location due to topography restrictions on Campus and identification
of this location as most desirable for six tennis courts. Noted the courts
were reconfigured to enlarge the setback fran adjacent residential properties
and the matter will be discussed with the City of Roseville in the future.
Glenn Petersen, Superintendent of Campus Facilities, and Architect Mike Collins
were present to discuss the Concept Plan and answer any questions.
Collins explained his firm is working with the College on the Arden Hills portion
of the Campus plan and the design of the Library facility. He displayed
renderings of the building elevations and explained the adjustment of the
westerly roadway.
Mice Chair winiecki asked for questions from C mission.
Member Piotrowski questioned if there are plans for lighting the tennis courts.
President Erickson advised there are no immediate plans lighting or construction
of the tennis courts; explained a meeting is scheduled to discuss the Roseville
portion of the Concept Plan on June 19.
