Pinute's <br />oftheArdenHillsRegularPlanningCamnission Meeting, 6-5-91 <br />age 5 <br />CASE ,#91-04 (Cont'd) Member Peterson questioned if the resident is opposed <br />to the Arden Hills portion of the Concept Plan. <br />Larson advised he is not familiar with the Arden Hills portion of Campus and <br />therefore is not opposed to the plan. He indicated the athletic activities do <br />generate noise into his neighborhood. <br />Gary Johnson, 3030 Shorewood Drive, Roseville, expressed concern regarding soil <br />erosion. He requested an explanation of the PUD process and if construction of <br />each individual building will be reviewed by the C mnission. <br />Wliniecki explained the PUD process and explained each building is reviewed by <br />Commission as construction occurs. She noted that the buildings must meet zoning <br />code requirements and plans are reviewed by City staff and consultants. WTiniecki <br />pointed out that the Site Plan Review of the building construction does not <br />require a public hearing, as requi&�ed in the PUD Concept regulations. She also <br />advised that RC review is required as part of the application process. <br />Planner Bergly noted that the Roseville portion of the PUD may have entirely <br />different regulations for construction upon approval of the Concept plan for that' <br />portion of the Cargx1s; suggested Johnson contact Roseville. <br />Vern Albertson, 3103 Asbury, Roseville, stated he has resided at this location <br />for 27 years and preferred the relocation of the tennis courts. He indicated .the <br />former administration of the College stated during a public hearing that nothing <br />would be placed within 100 feet of any abutting residential property. He <br />questioned if spectator stands and lights will be placed near the tennis courts <br />and if there are plans to construct a transmitting. tower near the radio station. <br />Erickson stated the radio station will transmit from the Shoreview, Golden Valley <br />and Oakdale towers. <br />wini-ecki stated the tennis courts will be addressed by the City of Roseville. <br />Tire Callaghan, 3062 Shorewood Lane, Roseville, explained he obtained a copy of <br />the PUD approved by the City of Roseville and noted a significant difference in <br />the plan displayed this evening and the approved Roseville plan. He noted there <br />is an agreement between the College and Roseville to close the entrance at <br />Snelling and Lydia to vehicle traffic. He indicated that in the past the College <br />not adhered to agreements made during such discussions and has not controlled <br />erosion. Callaghan stated there is nothing shown on the plan for additional <br />ponding or sedimentation areas, as required by Ramsey County. <br />Fsickson stated the proposal to close the entrance at Snelling and Lydia was <br />modified and the City of Roseville recommended the modification. He advised that <br />the RCWD will review the construction plans, however, approval of the Concept <br />Plan is the first step in the process. <br />A resident from the audience agreed with the explanation provided by F.cickson <br />relative to the modified entrance. <br />Annette Philips, 3004 Shorewood Lane, Roseville, expressed concern relative to <br />erosion along the lakeshore and suggested the Library Wilding be moved further, <br />east, to aeco;m odate the roadway in its present location and to prevent further <br />erosion. <br />
