Minutes of the Arden Hills Regular Planning Commission Meeting, 6-5-91 <br />Page 6 <br />CASE #91-04 (Cont'd) Winiecki advised the Site Plan Review process, which <br />follows the PUD process, requires building plans be <br />reviewed by the City Engineer and RCWD as the plans relate to grading, drainage <br />and erosion issues. <br />Winiecki asked for any further comments from the floor. Hearing no response she <br />closed the Public Hearing at 8:35 p.m. <br />Member Carlson questioned if the College is aware of the fact the two <br />above -ground storage tanks, near the waterfront area, do not conform to PCA and <br />NFPA standards and if there are plans to remove the heavy equipment located in <br />this area. <br />Glenn Petersen stated he was recently advised by the IJVFD Fire Chief that the <br />tanks are not in compliance. He advised the College will take necessary action to <br />insure the tanks are in compliance with requirements of both agencies. Petersen <br />indicated the heavy equipment could be stored in other areas. <br />Carlson questioned if the aquatic equipment on the lake could be housed inside a <br />building. He noted the three large Poplar trees which have blown over in recent <br />storms. <br />Petersen explained one of the boats, which is used during the summer months and <br />is a promotional item from the business, is returned to the company in the fall. <br />He stated the remaining canoes and sailboats are used throughout the summer and <br />remain on the lake. Petersen advised five trees were lost in the storm and will <br />be removed. <br />Carlson urged College representatives to clean-up the area, move the heavy <br />equipment and tanks near the lake; noted he has received several complaints from <br />area residents. <br />Erickson and Petersen agreed and advised the best solution would be to construct <br />a storage facility in the future. <br />Member Petersen questioned if Rice Creek Watershed District periodically examines <br />the area after granting permits. <br />Planner Bergly explained that once the erosion control device is placed at the <br />site, the Watershed District will inspect to insure proper installation; unsure <br />if further inspections are done. He indicated the College is required to submit <br />building plans or site plan changes to RCWD. <br />President Erickson stated the College does not desire to allow erosion of the <br />site and has attempted to control the problem. Glenn Petersen advised that RCWD <br />has made post -construction inspections of the site and that it is an ongoing <br />process. <br />Member Petersen questioned if there is a projection for future enrollment and <br />noted the enrollment is approximately 1,200. He asked if the College has a <br />maximum figure, since officials have indicated they would prefer to remain small. <br />Erickson stated this year the College has had the largest enrollment with 11115 <br />students. He explained Northwestern has 95% full-time equivalent students, which <br />is the highest in the state for all Colleges and Universities; 1,256 students. <br />Erickson advised the College is somewhat restricted by the size of the site and <br />topography. He explained to -exceed the average 1,200 to 1,300 student enrollment <br />would require City approval and the plan does not address this issue. <br />
