Spear <br />Southeast Corner of County <br />Road B and Cleveland Avenue <br />Approval of Preliminary Plat <br />1. The property in question is an open parcel of unplatted land at the <br />southeast corner of County Road B and Cleveland Avenue. The <br />property is owned by the applicants Mr. and Mrs. Spear who reside on, <br />as well as own, the contiguous property to the south, Lot 5 Block 3, <br />Sharondale Addition (see attached sketch). Having enjoyed this open <br />space for many years, the Spears now propose to divide the land into <br />three buildable lots, retaining a 15 foot strip of land contiguous to the <br />north property line of Lot 5. <br />2. As you know, the minimum lot sizes in Roseville are 100 feet of <br />frontage for a corner lot with 12,500 square feet of area and 85 feet <br />of frontage on an interior lot with 11,000 square feet of area. The <br />proposed lots meet or exceed those minimum requirements --the interior <br />lots being 85 feet and 90 feet in width and the corner lot having a <br />width of 100.58 feet. <br />3. The attached, reduced preliminary plat drawing is difficult to read, but <br />you will notice that the 15 feet to be added to the southerly lot, <br />where the Spears reside, is indicated as Outlot A. Thus, this lot that <br />now has 105 feet of frontage on Cleveland Avenue will have 120 feet <br />of frontage, if the division is approved as proposed. <br />4. The City engineering staff informs us that the City proposes to <br />construct a trailway <br />on the south side of County Road B. This path <br />will be 6 feet in <br />width and is normally constructed on the public <br />right-of-way, 1 foot <br />from the property line. The problem here is that <br />the right-of-way, as <br />it exists (43 feet from the center line of County <br />Road B), has inadequate <br />space for this pathway to be constructed. The <br />appropriate solution <br />is to request and, perhaps, add as a condition to <br />the approval of this <br />plat, the dedication of a 6 foot wide easement <br />along the north side <br />of the property. Since there is now approximately <br />6 feet between the <br />property line and the curb of County Road B, this <br />easement will allow <br />for the new pathway to have 5 feet of boulevard <br />space between the pathway and the south curb of County Road B. This <br />easement will not <br />effect the setback of any residences to be <br />constructed on the <br />property, but does mean that the path will be <br />constructed 5 feet within <br />the north side of the two effected lots. <br />
