You will notice from examination of the topography <br />of the property in <br />question, that there is a drainage way that extends <br />north -south through <br />the easterly half of the two lots which front on <br />Cleveland Avenue. <br />There is a storm sewer that takes the drainage from <br />this low area and <br />runs it north to County Road B. This storm sewer <br />outlet drains this <br />low area that extends to the south and east <br />in this immediate <br />neighborhood. The location of this storm outlet is on the south line of <br />the property in question, just below the "O" in the word Outlot A. In <br />the event the storm outlet is plugged, the water would <br />run northerly to <br />a culvert under County Road B. It is important <br />to maintain this <br />surface runway so as to prevent the flooding of the <br />area homes if the <br />storm sewer outlet is plugged. Certain ice conditions <br />can cause this to <br />happen. <br />6. The recommended solution offered by the Engineering Department is to <br />provide an easement over the easterly 90 feet of Lots 1 and 2 (those <br />fronting on Cleveland Avenue). This easement could be reduced in <br />width if a plan for the regrading of this area is prepared and approved <br />by the City engineer. The obvious objective is to maintain surface <br />flowage from the storm sewer outlet northerly to the culvert to prevent <br />flooding of homes in the immediate area. <br />7. It would appear then that the preliminary plat proposal could be <br />considered for approval with the conditions of providing a 6 foot <br />pathway easement on the north side of the lots and the establishment <br />of an easement for surface storm water on the easterly 90 feet of Lots <br />1 and 2. <br />B. The preliminary plat proposal already includes dedication of the required <br />right-of-way contiguous to Cleveland Avenue which equals 49.5 feet from <br />the center line (section line) on Cleveland Avenue. Since both are <br />major thoroughfares, County Road B and Cleveland Avenue driveways <br />constructed to access future residences on the three lots proposed will <br />be required to have turnaround facilities for vehicles on the property. <br />This is in accordance with the recently adopted ordinance relating to <br />the design of driveways which prevents motorized vehicles from backing <br />into the public right-of-way of major thoroughfares. <br />
