a <br />PLANNING REPORT <br />DATE: <br />6 November 1985 <br />CASE NUMBER: <br />1630-85 <br />APPLICANT: <br />Minnesota Federal Savings <br />and Loan <br />LOCATION: <br />West Side of Lexington, <br />Avenue, North of Rose <br />Plaza Shopping Center (see <br />sketch) <br />ACTION REQUESTED: <br />Approval of Variance to <br />Side Yard Requirement <br />PLANNING CONSIDERATIONS: <br />1 • The property in question is a 183 foot lot fronting on <br />the <br />west side of Lexington Avenue and is occupied by an existing <br />Savings and Loan Association office with approximately 5,000 <br />square feet and a drive up facility on the south side. Th <br />applicants, Minnesota Federal Savings and Loan, propose to <br />expand the drive up facility so as to accommodate four drive <br />through stations. The location of the building is such that <br />if four drive through lanes are provided: the camp over <br />the southerly most lane will be within 5 fee off' the <br />southerly property line. Providing for the four drive through lanes results in <br />the <br />removal of some area of grass between the structure and the <br />south property line, to be replaced with asphalt occupied b <br />the drive through lanes. The request for "-he 5 foot variance and setback as <br />it <br />applies to the canopy is not, in our opinion, a serious <br />question. A far more serious condition exists with respect <br />to the site in as much as there is inadequate off street <br />parking. You will note from the site plan that there are <br />provisions for 31 parking spaces on the site. <br />remodeling of the drive through facilities does hnutrreduce <br />the parking accommodation and, perhaps, will alleviate some <br />of the parking needs by providing a substitute drive throe h <br />facility verses inside banking, g <br />
