The severity of the parking shortage is verified by the
neighbors who note that Minnesota Federal employees are
instructed to park on Dionne Street to the north and west of
the structure. This is a single family residential street
and this parking is offensive to neighborhood residents. We
have informed the representatives of Minnesota Federal about
the parking conditions, emphasizing the importance of their
taking steps to alleviate the parking shortage. Obviously,
the parking need indicates business success, but with such
success comes the responsibility of providing for growth in
a reasonable manner.
4. We have suggested to the applicants in the past year that
they purchase the Kugler Museum and residence site directly
to the west o the roperty. This property has been for
sale me time and, we understand, has recently been
purchased by an individual for what would appear to be a
nominal sum. We have encouraged Minnesota Federal to
consider the acquisition of this property so as to be able
to expand to provide for their parking needs. If this
property were acquired, a better arrangement for drive
through parking can be accommodated on the west side of the
building.
5. It would appear that the right--of-way for Lexington avenue
on the east side of this property remains at the on final 3
foot width from the center tine. Normal city policy would
suggest that the additional 16.5 foot right-of-way should be
dedicated if a variance-" s' g ahted for expansion of the
facilities on the lot.
6. We suggest that members of the Planning Commission and
Council consider a dialogue at the hearing with
representatives of Minnesota Federal Savings and Loan,
encouraging them to take the appropriate steps to solve
their off street parking needs.
