The total property for preliminary plat consideration is indicated on the <br />first attached drawing where we have shaded a portion of the section map. <br />The land involved is all of the property previously owned by Fine <br />Associates westerly of the Com-ten headquarters, contiguous to the <br />Snelling Avenue frontage road. The second attached drawing illustrates <br />the preliminary plat proposed. <br />The northerly most lot (Lot 1) and the next lot to the south (Lot 2) were <br />previously approved for division by metes and bounds description and are <br />occupied by Stewart Anderson Cattle Company Restaurant and Fudrucker's. <br />Those approvals were given with the understanding with Fine Associates <br />that when the remaining land was to be developed, they would plat the <br />entire property. Thus, they are now proposing to plat the land to include <br />the initial metes and bounds parcels and an additional two lots (Lots 3 <br />and 4) to complete the total development. <br />2. As was the case with the initial two parcels developed, this platting <br />proposal will include mutual parking and access easements for all of the <br />lots. The four lots will have over 400 parking spaces which exceeds <br />ordinance requirements for the four structures proposed. <br />3. Mr. Drown, Assistant City Engineer, comments on the proposed preliminary <br />plat as follows: <br />"I. The utilities as shown contain several minor problems that should <br />be corrected. Specifically, proposed water main contains unusual <br />details, and a sizeable portion of the site will drain out the <br />Proposed entrance. We believe each of these matters can be <br />adequately addressed at staff level, and we suggest the Commission <br />and Council condition any action on staff approval. <br />2. The proposed PUD involves several cross easements between all <br />properties for utility and vehicular access. Any action should <br />be conditioned on the city approving these easement agreements, <br />to assure that they are adequate." <br />
