The applicant proposes to construct 15 townhouses on a tract of land <br />owned by the applicant with frontage of 165.02 feet on County Road C and <br />a depth of 409.18 feet, exclusive of 33 feet of right-of-way for County <br />Road C. The property is contiguous along a <br />rof is boundary with the Roseville Legion Club which land isozon d Btl. westerly <br />oethe <br />south the land is contiguous to a portion of Central Park. Portions of <br />the boundary on the west and the land to the east are zoned R-1, as is <br />the property in question. <br />2. Attached is a series of reduced drawings indicating the development plan, <br />grading, plan, landscape plan, floor plans, elevations, and sections of <br />the proposed units. In general, the development proposal is the same as <br />that which was reviewed by the City in the spring of 1984 and ultimately <br />denied by the Council. <br />3. The current plans include a slight modification illustrated on the second <br />page of the drawings submitted, illustrating an enlargement of the <br />roadway area at the southwest corner of the roadway system. This drawing <br />submitted by the applicant delineates the geometrics of a ladder truck <br />(fire fighting vehicle) in a turn -around movement. Other than that <br />change, the proposal is the same. <br />4. For members of the Planning Commission and Council who may wish to <br />familiarize themselves by reviewing past reports and details, reference <br />is made to February 1984 and March 1984 planning reports. <br />5. The development, now and as previously proposed, it predicated on the <br />concept that the private street proposed in the applicant's development <br />would be extended easterly to Dale Street through a series of large, deep <br />lots that exist to the east. At staff's discussions with the applicant <br />conducted since last spring, we have suggested that getting a firm <br />commitment from these landowners to pursue this street extension and <br />resultant development would be very helpful in solving some of the <br />problems apparent with the last proposal. <br />
