Findings of Fact - page 3 <br />Metropolitan Metals Recovery EAW <br />September, 1983 <br />(TSCA)and Resource Conservation and Recovery Act (RCRA), and state and <br />county requirements for hazardous waste treatment and storage facili- <br />ties. The project will also be subject to requirements for trans- <br />porting toxic or hazardous wastes as requir.;,, by TSCA and RCRA, re- <br />spectively, and Hennepin County, including spill control and truck <br />routing requirements. (EAW, EAW errata) <br />For this project, all wastes will be stored in a diked area with <br />an impervious surface in the project building. In addition, to <br />prevent ground water or surface water contamination outside the <br />building, a secondary containment system will be required in the <br />dock loading/unloading area. <br />The project will comply with federal RCRA and state requirements <br />for spill prevention control plans and countermeasures, container <br />adequacy and management practices and requirements for the design <br />and operation of secondary containment systems. The storage area <br />(and loading/unloading area) containment system must be able to hold <br />spills, leaks and precipitationst.hat is,the base under storage con- <br />tainers trust be impervious to contain leaks and spills, be adequately <br />sloped, and have sufficient capacity to contain the volume of the <br />largest container or lot of the volutae of the containers located in <br />a storage area. it must also contain a slump or collection area to <br />prevent overflow of the containment system. (EAW) <br />Processes to be used at the facility to remove metals from the in- <br />coming warner str®am will include ion exchange, activated carbon ad- <br />sorption, chromium seduction, electrochemical recovery, metal precipi- <br />tation, filter press, and sludge thickening processes. CYaside <br />removal will be acc*wplished with a cyanide oxidation process. <br />For a 26-shop case, it is estimated that the project could dispose <br />of Wproxiaately 64000 gallons of wastewater per day into the <br />mnicipai/metropolitan sewage treatment system (letter from Pope - <br />Raid Associates, dated dune 21, 1983) . Wastewater will be pretreated <br />at the facility to ensure coc*lianc+e with applicable industrial waste- <br />watar effluent requirements, which will -be included in the industrial <br />wastewater discharge permit to be issued by the HWCC. After metals <br />removal, wastewater Lcom these processes will be treated further by <br />clarification and n*mtralization, an-- multimedia or sand filtration. <br />+the wastewater to be discharged to the sanitary sewer will meet the <br />mWCC's and applicable federal pretreatment standards. <br />pretreatment <br />limitations for the <br />metropolitan disposal <br />system (MM) <br />as set by the <br />mwCC are presented <br />in EAW Attachment 3. <br />The metals to <br />
