Findings of Fact - page 4 <br />Metropolitan Metals Recovery EAW <br />September, 1983 <br />be limited by concentration in the wastewater discharge include <br />cadmium, total chromium, copper, lead, nickel and zinc. There is <br />also a limitation for mercury, but it is expected that mercury con- <br />centrations will be below minimal detectable limits in the wastewater <br />discharge from the project to the sanitary sewer. Total cyanide <br />concentration and pH will also be limited. (EAW) <br />In addition, the facility must pay for discharging total suspended <br />solids (TSS) concentrations or chemical oxygen demand levels over <br />set base levels. Plastic polymers used for metal precipitation will <br />contribute to the TSS component. Methods to be used to comply with <br />the M®S limitations on discharges are discussed in EAW Attachment 7, <br />a letter from Edward J. Conway of Pope -Raid Associates, Incorporated. <br />It must be determined if the Environmental Protection Agency (EPA,) <br />wastewater pretreatment .regulations apply to a central processing <br />recovery facility such as the proposed facility, and if they do, to <br />what extent they apply to the proposed facility. <br />The MPCA will solicit a letter from the proposer, the H30C'A and the EPA <br />will review the project, and the EPA will determine if the federal <br />categorical regulations for alectroplaf -ng and metal fin.-hing plants <br />apply in any part to the proposed faciiity. (Em, OW errata) <br />Sanitary and storm sewers are combined in the area of the proposed <br />facility. However, because of the relatively infrequent combined <br />sewer overflow discharges end relatively ssrall flow from this project, <br />assuming even a 45-shop case (as in the EAW Attachmernt, letter from <br />Pope -Raid Associates dated June 21, 1993), the project is not expected <br />to pose a threat to river water quality. (EAW, personal communication <br />Jerry Winslow# Division of Water Quality Monitoring and Analysis Unit, <br />8/17/63) <br />A new, .larger capacity sewer pipes will be installed for the project to <br />handle peak flows to the sewer. (EAW Attachment 1) <br />The Agency staff expects that there will be a greater reduction in the <br />amount of motals to be discharged to they sanitary sewer with than project <br />than if each individual metal waste generator pretreated its own wastes. <br />(personal. communication Randy Dunnette, Division of Water Quality Permits <br />Section, 8/22/83) <br />The affect of construction activities on surface water quality on site <br />will be minimal. The only required outside construction will be: in- <br />stallation of the secondary containment system for accidental spills or <br />leaks. All other construction required for the project will taker place <br />in the existing warehouse building and, as such, will not effect surfacer <br />water runoff. (EAW, EAW errata) <br />
