Energy <br />Adequate energy resources and sewer and water service capacity are <br />available to the site.(EAW) Improved electrical service and sewer <br />conveyance (a larger sanitary sewer pipe will be installed from the <br />facility; see EAW Attachment, letter from Pope -Reid Associates, <br />incorporated, dated June 21, 1983) must be installed to serve the <br />warehouse prior to commencement of waste processing in April of 1984. <br />II.. CUMULATIVE POTENTIAL EFFECTS OF RELATED OR ANTICIPATED FUTURE PROJECTS <br />L'ven if the number of shops utilizing the proposed facility were to <br />increase to 45 shops (the project magnitude used as an example for a <br />large central recovery facility (CRF) in the EAW Attachment, letter <br />from Pope -Reid Associates, Incorporated), no aCverse environmental <br />impacts are expecte"" due to operation of the facility. <br />Any increase in volume of wastes to be processed by the facility will <br />be subject to federal RCRA, TSCA and to state permit and county <br />licensing requirements. Moreover, wastewater from the project will <br />have to meet.the MWCC's or any applicable federal wastewater pretreat- <br />ment standards. MPCA Division of Water Quality staff do not expect <br />that combined sewer overflow discharges from the large CRF as described <br />above pose a threat to river water quality. (EAW, EAW errata) <br />III. EXTENT TO WHICH ENVIRONMENTAL EFFECTS ARE SUBJECT 70 MITIGATION BY ONGOING <br />PUBLIC REGULATORY AUTHORIT'i <br />The project is subject tos- <br />1. Federal RCRA and MPCA hazardous waste treatment and storage <br />facility permits and TSCA requirements which will include re- <br />quirements for spill prevention control plans and counter- <br />measures, container adequacy specifications and management <br />practices, requirements for the design and operation of <br />secondary containment systems, and requirements for trans- <br />porting wastes. The facility must also obtain a hazardous <br />waste transportation storage and processing license from <br />Hennepin Cn„-ty. (EAW) <br />In addition, air quality emission surveillance monitoring <br />systems for the storage and processing equipment will be <br />required under RCRA. <br />
