Findings of Fact - page 6 <br />Metropolitan Metals Recovery EAW <br />September, 1983 <br />The storage, handling and transporting of hazardous wastes are <br />subject to federal RCRA,, state and county requirements as in Item F <br />above. The RCRA storage permit will allow the facility to store <br />hazardous wastes for 90 days or more to allow for downtime <br />and peak operating periods. <br />Approximately 25-50% of the total incoming wastes are not amenable <br />to recovery. These will be processed into either inert solid <br />residuals or mixed metal sludges. In the event that these wastes <br />are processed into fixed solids, approximately 800-1600 tons of <br />solids in the form of inert blocks composed of cement and other <br />fixation substances combined with trace amounts of mixed metals <br />will be generated annually as a processing residual. In the alterna- <br />tive, if these was, a are processed into sludges, approximately <br />400-800 tons of par_ially dawatered mixed metal sludges will be <br />generated annually as a process residual. <br />Solid inert substances generated, if nonhazardous, will be disposed <br />of at Agency approved sanitary landfills in Minnesota. Mixed metal <br />sludges will be disposed of at approved hazardous waste facilities. <br />(FAW) <br />1. Fish and Wildlife <br />Disruption of fish and wildlife habitat is not an issue with this <br />project. (SAW) <br />J. Roads ,and Traffic <br />Approximately 40 truck (tank trucks and somi-trailer trucks) trip <br />ends per day (20 trips to the site and 20 trips from the site) are <br />estimated for the project. All truck traffic to and from the site <br />will be routed on the city's established truck routas, meet RCRA and <br />TSCA routing and load limit requirements, and county transportation <br />license requirements. Minimal impact on roadways and residences <br />Ls eexpeectad,given the magnitude of project related traffic -compared <br />to existing traffic volumes on nearby zoadways. (EAw) <br />
