STATEMENT OF JAMES R. COLEMAN <br />ON BEHALF OF THE <br />MINNESOTA ASSOCIATION OF COMMERCE AND INDUSTRY <br />BEFORE THE METROPOLITAN WASTE CONTROL COMMISSION <br />Regarding the "Proposed Central Treatment/Recovery Facility" <br />March 15, I984 <br />Good evening, My name is Jim Coleman and I am a resident of the city <br />Of Minneapolis. I'm here this evening to speak on behalf of the Minnesota <br />Association of Commerce and Industr <br />Industry --more specifically, our Environment and <br />Energy Affairs Committee. The Minnesota Association of Commerce and Indust <br />consisting of approximately 5,000 members, is the largest business organization <br />in the state and a number of the participants in the Metropolitan Recovery <br />Corporation are members of our Association. It is on that basis that I s eak <br />here this evening. p <br />It was almost two years ago, at a meeting sponsored by the League of <br />Women Voters and the Governor's Quality Environment Project, that I recall <br />first speaking in favor of the proposal for a centralized waste treatment <br />facility for the metropolitan metal finishing industry. At that time we s the proposal as a creative a aw <br />approach to safely, effectively and economically <br />solve a waste problem for small and medium-sized plating companies in the <br />metro area. We urged support for the concept then, as we do now. <br />This is a creative proposal. We must recognize that it is directed not <br />simply at controlling, but reducing the public's risk from inorganic hazardo wastes and in a most us <br />practical and economic manner --a joint effort of small and <br />medium-sized companies, uniting to gain both an environmental advantage for <br />the public, while at the same time obtaining significant technical and eco advantages for themselves, nomic <br />It will thus assure the effective management of <br />wastes and a competitive price, while at the same time assuring the greatest <br />protection for the public. It is a proposal for the future survival of small <br />metal finishing businesses in the metro area and we support the effort. <br />In this light, I respectfully suggest that the Board favorably consider <br />the proposal from the Metropolitan Recovery Corporation.
