We have had representatives <br />on the Task Force, provided donations for the Phase I study, and <br />followed your progress. Since the completion of the Phase I <br />report in December, our member companies have felt that they <br />needed time to discuss its implications and to get more definitive <br />about our requirements for additional information that we need <br />to arrive at an investment decision concerning the central <br />resource recovery concept. Because we are in constant contact <br />with the Task Force Chair, Dan Shuster, we have kept him informed <br />about our concerns regarding more detailed economic and engineer- <br />ing work necessary to give us confidence that the central facility <br />could be built and that we had reliable fee schedules and in -plant <br />modification engineering requirements. We need more information <br />soon. <br />I can speak for our Association in that we definitely want the <br />Task Force to continue to analyze the recovery approach and to <br />report its findings on a timely basis to our companies. We are <br />serious about our responsibilities to implement water pre- <br />treatment in our plants and see the central facility as a <br />potentially valuable service to our industry. <br />I directed three TCA11F members to call all of our members to <br />solicit donations to continue the Phase II work and to match the <br />grant provided by Hennepin.I.County. We want to procede quickly <br />so that additional customer fees and engineering information is <br />available by early April. We must have time to arrive at our <br />design decision su that we can submit our intentions to the <br />Metropolitan Waste Control Commission by May 1. <br />
