MINNESOTA POLLUTION CONTROL AGENCY <br />Office of Planning & Review <br />Approval of Findings of Fact and Authorization to Issue a Negative Declaration <br />for the EAW on the Central Treatment and Recovery Facility in Roseville <br />November 27, 1984 <br />ISSUE STATEMENT <br />The Metropolitan Recovery Corporation is proposing <br />construct <br />nstruc a metal waste <br />central treatment and recovery facility in Rose <br />of <br />the Environmental Quality Board (EQB) rules, an environmental <br />assessme ned t work_ <br />sheet (EAW) was prepared on the proposed project. I <br />t must if an environmental impact statement (EIS) is required for the staffronect. TherEAW <br />is essentially a reissuance of an EAW prepared by the M <br />PCA facility proposed by the Metropolitan Recovery Corporation in northeast <br />Minneapolis last year. The previous EAW was consid�>red by the Board on <br />September 27, 1983. BACKGROUND: <br />The Metropolitan Recovery Corporation (MRC) is proposing to construct a metals <br />recovery and processing facility. At the facility, solid waste, liquid wastes <br />and ion exchange resin canisters containing cadmium, chromium, coppers lead, <br />zinc, nickel and other metals generated by metal platers, printed circuit manufac- <br />turers and other metal finishing businesses primarily located in the metro area <br />would f! processed to recover metals and metal precipitates for sale and reuse. <br />Unrecoverable metal wastes will be transformed into solids to be disposed in <br />approved landfills. In addition, liquid organic wastes and organic sludges will <br />be stored at the facility and shipped to appropriate disposal sites. The faci- <br />lity would be located on an eight -acre site in Roseville at Walnut Street and <br />Rose Place. (See EAW Figures 1-5 for the project location.) <br />The facility is being proposed to help metal finishing shops, particularly <br />the smallest shops who may not be able to afford any type of treatment, to comply <br />with Metropolitan Waste Control Commission (MWCC) and federal pretreatment <br />
